However, if you have no account or no campaigns set up, I will charge a one-time setup fee of $150. That is $50 off the regular $200 setup fee. Again, much cheaper compared to what an agency would charge.

No. No contracts. Even after the initial free period payments will be made on a month-to-month basis and you are free to cancel anytime.
The first time I will ask you for your payment method details will be about a week before the initial free period ends.
Important: Your Google Ads account will need your card details in order to show ads. You can set that up yourself if you wish, without sharing the card info with me, I can send you the instructions.

I also understand that agencies charge hundreds and hundreds of dollars a month and offer no financial help to their clients now. I know because I have years of experience working for them. To be fair, they do have expenses to pay (rent, salaries, taxes, meals, etc) every month that people working independently do not, and that's what you pay for if you hire an agency.

The pricing is structured so that it doesn't affect your business. It's important to understand that we are on the same side here and your success means my success too. That is why I prefer the 'bracketed' pricing structure where my fee depends on your Google Ads monthly budget (ad spend).
Why is this model fair? Because with a higher budget, there's more work to be done on my end which means more hours spent working on the account. How exactly? It gets more complicated with more data coming in, more campaigns, ads, keywords, search terms, audiences, etc., and the account needs to be checked and optimized more often.
So, if you are a small business just starting out, you can choose the first option and some businesses that would invest more will select some of the other options. See examples below.
What if my budget is $900, but my actual ad spend is less than $600? That is not very likely to happen but in case it does, you would be billed according to your actual ad spend, so $150 and not $200 as shown in the table below.
